Project Highlights

  • State approval for the first higher education P3 in Tennessee
  • Beacon Hall and Poplar Hall opened Fall 2025 1,954 beds of new on-campus housing through the first phase of a P3 with a national 501c3 owner and student housing developer
  • The second phase will include 1,020 beds delivered by fall 2026
  • Development of 250 hotel rooms and 15,000 sf of retail, restaurant, and entertainment space through a P3 on property adjacent to historic Neyland Stadium
  • Assessed the needs of Greek housing and developed a plan for a new Greek neighborhood, along with funding/ownership alternatives and an implementation schedule for the initiative
  • Assessed the need for childcare services/space through stakeholder engagement  and market research; Developed a program, project concept, and implementation plan; Currently supporting the University’s solicitation of partners to advance the project concept

B&D led a comprehensive real estate planning and implementation effort across multiple asset types—including rental housing, retail, hotel, conference, Greek housing, childcare, and innovation spaces—establishing clear market opportunities, space needs, and success criteria for each. Through robust engagement with students, campus stakeholders, and system representatives, they built consensus around priorities and guided the process of defining and advancing each project. The team explored innovative delivery, funding, and ownership structures to support mission-critical capital investments, performing detailed financial analyses to confirm project viability and evaluating alternative sites to identify the optimal approach. For each initiative, they developed tailored project concepts outlining programmatic requirements, site selection, public-private partnership (P3) structure, and solicitation strategy. In close coordination with the UT System, they established a streamlined state-level review and approval process for solicitation materials and provided strategic advisory support throughout procurement and pre-closing activities—including legal negotiations, design coordination, and state-level approvals—to position each project for successful execution.
