Workforce Housing Strategic Plan

B&D was selected by the University of North Carolina at Chapel Hill in 2009 to provide a demand-based examination of faculty and staff housing. This analysis focused primarily on housing demand, product type, and location related to three specific areas on campus. Regarding product type, we reviewed the various workforce housing structures that are implemented nationally, including referral programs, financial assistance, rental programs, and for-sale housing / university community. We also analyzed the university’s risk tolerance and financial commitment requirements. Our work plan included the following: an analysis of workforce demographics; a for-sale housing market analysis; a series of focus groups and interviews; a Web-based survey; and a series of case studies to identify the structures used by various universities to implement workforce housing. We concluded that multiple workforce housing structures and locations could yield positive results for the university. These potential outcomes included enhanced recruitment and retention, strategic locational development and support, and an improved quality of life for workforce members.
