Student Recreation Center Feasibility Study And Referendum Support

In early 1999 California State University, Sacramento wanted to build a new recreation center on its main campus. The school had grown to over 25,000 students and its Physical Education Building shared its space with Academics and Athletics. B&D was hired to provide professional consulting on this project and we provided a market analysis, interviews with building users, an outline of program requirements, a projection of acceptable fee levels, and a financial model. In the fall of 1999, students voted against raising their fees to build the center. Part of the challenge at the time was Executive Order 661, which required that any new fee include an additional 50% for financial aid purposes
