Student Housing Public-Private Partnership Advisory Services

B&D was engaged by Young Harris College in 2014 to analyze the need for additional student housing in support of its strategic enrollment growth objectives. The college recently had transitioned from a two-year to a four-year institution and had achieved peak enrollment in the fall of 2014. A total of 681 beds had been delivered through new construction since 2009, but the college was determined to understand the need for additional housing in order to continue its targeted growth strategies for future years. As part of this housing analysis, we also provided public-private partnership (P3) advisory services to inform the college’s leadership of the array of development structures available to deliver the future residential project. The scope of work for this project began with a visioning session to gain a detailed understanding of the college’s mission and targeted objectives for housing. This was followed by an Internet-based survey to gather student opinions on housing, a supply-and-demand analysis, and an off-campus market study (including rental housing, senior living, and retail). A financial model also was developed (which included examining a P3 option) to inform college leadership of the potential cash flow that could result from pursuing a future project, both through a self-developed model and through various partnership structures with non-college-affiliated entities. In order for the college to continue meeting student housing needs at its present level, we recommended development of a 300-bed student housing community delivered through a P3 model in two phases Suite- or apartment-style units were recommended since the greatest housing gap existed among junior and senior students. The P3 financing would provide access to funding opportunities unavailable to the college and would diminish any negative impact on its debt capacity. The two-phase development process was advised in order to mitigate vacancy risk.
