Student Housing Market Analysis

Balfour Beatty Campus Solutions, LLC, on behalf of the University of Houston-Victoria, selected B&D in 2015 to complete a comprehensive assessment identifying market demand for on-campus student housing, as well as to provide recommendations for developing additional beds. The university was committed to growing its student community and varied academic programs, which catalyzed development of its phased campus expansion plan, including student housing. The housing master plan called for three phases of constructioneach with approximately 400 beds with anticipated openings in 2016, 2019, and 2021. Balfour Beatty was working with the university to develop the first phase, consisting of single- and double-occupancy suite-style units. Our work effort began with a Strategic Asset Value analysis with key university administrators and Balfour Beatty leaders to understand the drivers and vision associated with the proposed development and to ensure agreement with its goals. Then we conducted a detailed market analysis examining the university’s demographic composition and the on- and off-campus student housing supply. Results of those assessments were used to quantify demand for the proposed project. We verified demand for 376 beds in double- and single-occupancy, suite-style configurations, along with a variety of student-oriented amenities that included fitness and game rooms, a TV lounge, and a computer media lab. We also provided suggestions for the university’s consideration to balance supply and demand risks in the future as additional campus beds were developed. The preliminary design concept for this first phase of housing was a four-story residence hall for undergraduates located adjacent to other campus buildings and resources.
