Strategic Housing Master Plan Advisory Services

In the summer of 2017, the Milwaukee School of Engineering engaged Brailsford & Dunlavey’s advisory services to develop a strategic campus housing master plan. Existing conditions in the school’s on-campus housing drove the need for this plan and student housing was recognized as a key element in recruitment and retention efforts. Aging residence halls presented quality and programmatic issues and the off-campus housing market was robust and competitive.

To address the strategic vision of the school’s stakeholders, B&D performed a series of analyses examining demand, the off-campus rental market, existing conditions, and the school’s ability to support the master plan. Student focus groups and surveys were conducted to ensure the plan reflected their input.

B&D developed a strategy to replace MSOE’s two primary residence halls that were past their useful life with modernized facilities that could serve as recruitment assets. In particular, MSOE desired facilities that helped foster increased socialization and interaction across their student body.

The plan assumed a phased program that maintained a minimum capacity level over the course of implementation while also minimizing cash flow disruptions. Multiple financial models were developed to reflect alternative financing methods given the institution’s credit and balance sheet objectives.
