B&D serves as the Sports Facility consultant to the Ohio Cultural Facilities Commission, the body through which the State of Ohio participates in funding sports facilities at the major league levels. In this role we have provided consulting on the market and financial feasibility, economic impact potential, design, and construction of almost every major league and minor league professional sports facility developed in Ohio since 1996. Ultimately we are responsible for advising the state on the approval of project funding. For the new Cleveland Browns stadium we were hired in 1999 to review all aspects of the facility including its unique and complex financing plan. We completed a detailed cash flow analysis to assess its reliability, and provided an analysis of architectural and engineering design documents and specifications, construction budgets and schedules, contracts, and bid documents in order to assess the construction budget and schedule risk on the project. After exhaustive analysis, we recommended approval of state funding and assisted in monitoring the development process. The $290 million Cleveland Browns Stadium opened in 1999, becoming one of the NFL’s premier facilities.
