Stadium And Athletic Facility Feasibility Analysis

B&D was engaged by Prairie View A&M University in November 2012 to explore options for developing a 15,000-seat football stadium and adjacent athletic facility on the University’s main campus. The existing stadium was considered outdated, adversely impacting recruitment and deterring the university from gaining membership in the NCAA Division I Football Bowl Subdivision.

As part of its work, we were asked to provide recommendations for establishing a program of requirements that would bring development costs under a mandated budget total established under the university’s 2010 master plan. A market analysis was performed to confirm that premium seating capacity existed. We also held a series of focus group interviews with students, faculty, and administrators to ensure that qualitative information gained would be applied toward planning and programming the proposed facility. Furthermore, a program of spaces was designed, along with a detailed budget and operating pro forma.

Our analysis resulted in a plan for a complex that would enable the University to meet its financial goals while realizing its stakeholders’ aspirations. The new complex would increase the stadium seating capacity from 6,000 to 15,000 and realize budget savings through construction material changes, site relocation, and use of functional synergies by maintaining proximity to some existing athletic facilities. In addition, a student referendum had passed to increase student fees, which provided 75% of the project costs. The university would seek to recover remaining costs through corporate donations and fundraising. Along with increased athletic and academic support space, our plan called for amenities that included up to 500 premium club seats, 10 luxury suites, a press level, and covered concessions/merchandising space.

The new sports complex was completed in the summer of 2016.
