Fort Wayne,

School Renovations Implementation Consultant

In 2012 B&D, in association with Fanning Howey and Blundall Associates, was selected as the project implementation consultant for all projects associated with a $119 million, voter-approved Facilities Improvement Program passed earlier that year. This program included the renovation of 10 schools, including three major renovations, and upgrades at 28 additional schools. As the management entity of the team, we are responsible for overseeing various aspects of the Bond Program, including:

  • Facility planning (project planning)
  • Budget management and cost controls
  • Advising on project delivery structure and scopes of services
  • Architectural and engineering design standards development
  • Designers selection
  • Design and education specifications development
  • Overall program scheduling and management
  • Procurement management

We have focused our team on four strategic goals for project decision making and program success: (1) minimize disruption to students and faculty, (2) efficiently utilize of bond and operating funds, (3) implement the projects efficiently and fairly, and (4) keep tax dollars in the community. To date, our team has delivered and provided services that have allowed the District to expedite its scope in an effort to shorten the overall duration of the program. These efforts have included:

  • District design guidelines for District-wide standardization for material and equipment
  • Overall program budget establishment and validation
  • Master program schedule validation
  • Architectural/engineering and contractor community outreach meetings to develop bidder interest
  • Architectural/engineering procurement including the issuance of seven RFQs for designer selection. In two-month period, we reviewed 54 proposal submissions and conducted 19 interviews, concluding with final A/E selection recommendations.
  • Contractor delivery method recommendations
