School Construction And Renovation Program Management

In 2014 Achievement Prep selected B&D and Building Hope to provide program management services for a two-phase new construction and renovation charter school project. The purpose of the project was to create an elementary and middle school campus at the site of the current middle school building in Southeast Washington, DC. The campus would have a capacity of 960 students ranging from Pre-K to eighth grade. Our team was responsible for providing program management services through site control, financing, design, and construction of this new campus. Throughout project, we coordinated and oversaw the following elements of the development process:

• Engagement of key internal stakeholders
• Management and oversight of design and construction for both phases
• Participation in design reviews with the client and value engineering charettes
• Evaluation and management of budget and schedule requirements
• Solicitation and selection of vendors for construction and IT/security scope
• Management of approvals and permitting process
• Participation in on-site construction meetings and walk-throughs

We played a critical role in making this $34 million project successful because of the known and unknown challenges it helped manage. As with most of its public charter school projects, a tight schedule and site-specific features dictated the anticipated challenges. One of these challenges was to help create a site logistics plan that accommodated an active campus. During both phases of this project, Achievement Prep was fully operational with staff and students. We played an integral role figuring out the parking lot and construction staging area logistics so that neither operation was negatively impacted. Also, since the campus would be located in a high-risk neighborhood, security was a significant concern both for the school and the construction team. The school staff needed a secure parking lot, while security surveillance was needed after hours and on weekends. We managed an allowance for full-time security when the construction team was not on site. We also played an integral role in coordinating the IT and security scope with the rest of the building. We assisted in assembling a Request for Proposals and hiring the architect. Once the architect was procured, we were responsible for managing the development of its drawings and reviewing the details with Achievement Prep. We also oversaw the incorporation of additional system functionality into the architect’s scope after construction commenced.

Completed in 2015, the new 48,000 SF building includes classrooms, an interior courtyard, a gymnasium, a cafeteria, and a stadium seating assembly space. Adjacent to the new facility is an existing four-story building that will be fully renovated in 2016. The roughly 55,000 SF renovation includes a significant replacement of all mechanical, electrical, fire alarm, and sprinkler systems, as well as new roofing, new windows, new flooring, paint, and a ceiling grid.
