School Construction and Renovation Program Management

In the spring of 2016, DC Prep selected Brailsford & Dunlavey Inc. to provide program management services for a new construction and renovation charter school project. The purpose of the project was to create an elementary school campus at the site of an abandoned school building in Southeast Washington, DC that included new gym and classroom wings. The campus would have a capacity of 693 students ranging from Pre-K to third grade. The B&D team was responsible for providing program management services through site control, financing, design, and construction of this new campus.

Throughout the project B&D coordinated and oversaw the management of design and construction, permitting processes and approvals, design reviews with the client and value engineering exercises, budget and schedule and actively participated in on-site construction meetings and walk-throughs.

B&D played a critical role in delivering this $24 million project on time and under budget given a compressed schedule and anticipated and unexpected site challenges. One of these challenges was an accelerated schedule on a logistically restrictive site. The site required close coordination and cooperation between the design and construction teams as well as constant communication with neighbors in order to deliver the building. B&D was integral in coordinating these efforts and ensuring that all parties worked together to achieve success.

Community engagement was also essential for this project. B&D provided monthly community reports for distribution to internal and external stakeholders. B&D also assisted DC Prep in managing community expectations, addressing questions and concerns, and working with the builder to accommodate neighborhood requests while still maintaining the project’s schedule.

B&D assisted in assembling all Request for Proposals and in hiring the architect and construction team as well as various other vendors needed for the project, including IT and security. Once the architect was procured, B&D was responsible for managing the development of its drawings and reviewing the details with DC Prep as well as managing the Guaranteed Maximum Price and contract negotiations with the builder.

Completed in August 2017, the new 45,789 square foot building includes a dedicated classroom wing, a cafeteria/multipurpose room and reheat kitchen, a gymnasium, a playground, administrative offices and a parking lot. The project is currently pursuing LEED Gold certification.
