Preliminary Space Needs Assessment

In 2006 Flagler College’s pending acquisition of the three Florida East Coast Railway (FECR) buildings made it necessary to conduct a preliminary space needs assessment. Acquiring these facilities could provide the college with a unique opportunity to relocate, expand, and/or develop new campus spaces. When B&D was hired to provide this assessment, our first objective was to determine the most strategic use of the properties. We gathered market research through a visioning session, campus tours, and a review of the school’s planning documents. Using this information we concluded that the college should use the FECR buildings to address its most pressing issue: a lack of adequate instructional and academic space. In addition, to maximize the usage of the buildings we recommended populating the FECR site with destination-driven functions since the buildings were neither adjacent to the campus nor on the typical path of student and faculty. Finally, our plan identified the academic departments most in need of additional space.
