Outdoor Ice Rink Feasibility Analysis

In 1998 the City of Manassas, Virginia selected B&D to provide sufficient information with respect to ice rink operations to determine the appropriateness of moving forward with the development process. The city had long wanted to revitalize its Old Town area and saw this as a vital element in that plan. Further, there was a growing interest in ice sports in the area and private developers were beginning to open their own facilities. Our work entailed a review of previous analyses, a market analysis, capital cost and design concept review, and financial analyses. The preliminary financial plan showed the facility could expect to make a modest profit and the costs were estimated between $1 million and $1.5 million, depending on the construction quality. The city pursued the $1.5 million development option and the Harris Pavilion Ice Rink became a successful destination for the greater Fairfax County area.
