Library / Cultural Arts Center Business Plan

In 2013 B&D was engaged to develop a joint management operations plan as part of a library / cultural arts center feasibility study for the City of Kettering (Rosewood Arts Centre) and the Dayton Metro Library. The objective of this plan was to provide the most effective business model for operating the joint-use facility, including an operating budget and conceptual operations policies and protocols. We conducted work sessions with both Kettering and library administrators to ensure that the project’s mission and objectives were aligned with those of both entities. We also performed a benchmarking study of the development and operating approach used for similar facilities, and developed a financial model to understand the operational and financial implications of a joint-use library / cultural arts center. The model also identified the range of risks inherent in the proposed project, allowed for the testing of multiple scenarios, and included several sensitivity analyses to test concepts under a variety of market conditions and management options. In addition, organizational structure and staffing plans were presented, which outlined not only the needs of each entity but also those of the combined facilities. Finally, we developed a 10-year operating pro forma reflecting the new facility’s year-to-year operations, as well as a risk mitigation plan that called for pre-opening marketing and enhanced programming to stabilize the budget and generate ongoing revenues. The 48,000 GSF facility is scheduled to open in 2017 and will be comprised of meeting rooms, classrooms, a marketplace, a black box theatre, art program spaces, administrative and support space, and library collections for young children, teens, and adults.
