Client Opportunity

  • Elevate campus housing’s role in the university’s recruitment and retention objectives
  • Evaluate the school’s facilities and programs with the goal of optimizing the on-campus experience for current and future students

B&D Process

  • Created a plan to support the university’s objectives and serve as a decision-making tool by synthesizing a strategic vision, market demand, national best practices, and financial realities
  • Employed various analytic methodologies, including a Strategic Asset Value workshop, student focus groups and surveys, an off-campus housing study, and B&D’s proprietary Demand-Based Programming model
  • Developed a system-wide financial analysis to reconcile the housing plan with the university’s financial realities and objectives
  • Led a value-for-money workshop to establish the university’s desired risk transfer profile in a potential public-private partnership (P3) structure
  • Defined objectives for the full range of P3 project components, including design, construction, financing, operations, and asset management

Project Highlights

  • The critical undersupply of campus housing for freshmen resulted in a demand for 524 beds
  • The university needs to further evaluate the impact that delivering additional housing will have on dining and parking needs
  • The overall student satisfaction with on-campus housing is very positive, supporting the university’s desire to move forward with the recommended plan
