Community Recreation Center Feasibility Analysis

The Town of Castle Rock in Colorado had a community recreation center that lacked the physical space and specialized activity areas required to meet the needs of the community, and it turned to B&D for a needs assessment and feasibility study for a new facility. Our scope of work included a market analysis that focused on area demographics and a survey of the area population. We developed an outline program based on criteria from those findings and put together a financial model to test the performance of the facility under various operational parameters. Our study identified an unmet demand for additional facilities and services, including a gym, an indoor walking/jogging track, an indoor pool, a lap pool, a fitness center, and multipurpose rooms. Our financial model revealed that a new facility could generate enough revenue to cover its annual operating expenses if it could receive a contribution from the city, and that a tax revenue bond would cover the building’s debt service.
