Community Recreation Center Feasibility Analysis

In 1997, B&D was retained by the City of Morgantown, West Virginia, to provide a comprehensive feasibility study for a proposed community recreation center. We were responsible for developing a building program that was financially feasible and fit the “quality of life” needs of the community. We uncovered those needs with our personalized analysis process, including market, facility program, and financial analyses that would allow the city to make the best decisions for its residents. Our analyses included: community focus groups and interviews to assess the perception of, and demand for, recreational sports activities and facilities; a demographic analysis to determine market potential; evaluation of the local health club market; a detailed written survey completed by community residents; demand-based programming information derived from the written survey; development of a recommended outline program; analysis of the proposed sites for the recreation center; and development of a detailed financial model. We presented the results of the study to the city council, indicating that the proposed community center was not financially feasible, and the recommendation not to move forward was approved.
