Capital Improvement Planning and Owner’s Representation

In 2015, B&D VENUES was engaged by the State of Washington Public Facilities
District (“PFD”)and Seattle Mariners L.L.L.P. to investigate the extent, cost, and timing of potential capital improvements that could reasonably be anticipated for Safeco Field through the year 2036. The primary objective of this assignment was to identify the cost of necessary capital improvements required to maintain Safeco Field in a first-class manner through this timeframe.

To accomplish this, our team of leading design and technical professionals completed a systematic and thorough evaluation of Safeco Field by conducting five critical tasks:

1) Developing an improvements-to-date or “baseline” matrix that quantifies previous levels of capital investment through 2015;

2) Conducting a three-day facility assessment that included visual inspections of key building systems;
Developing an online survey to examine patron attitudes;

3) Performing an economic and fiscal impact study to understand public tax revenues and economic activity generated by ballpark operations; and

4) Creating return on investment, payback period, and net present value analyses for potential seating changes.

The findings of the CIP were presented to the PFD and Mariners in December of
2015. The Mariners and PFD are presently evaluating next steps with regard to
implementation of the plan.
