Ballpark Planning, Project Criteria Development, And Program Management

In 2013 the State of West Virginia passed Tax Increment Financing (TIF) legislation to help fund a new ballpark for West Virginia University and a potential New York-Penn League team. Having joined the Big 12 Conference the previous year—one of the country’s premier collegiate baseball conferences—the university desired to replace its aging Hawley Field with a 2,500-seat modern ballpark. B&D was selected by the university in May of that year to provide program management services for the design-build construction project. Our scope of work included facility programming, design criteria development, cost estimating, design-builder selection, contract administration, and project closeout. Construction of the $21 million Monongalia County Ballpark was completed in 2015. The facility went on to earn Ballpark of the Year honors from BaseballParks.com.
