Arena / Conference Center Feasibility Analysis And Design-Build Selection Assistance

In 2000 the City of Everett’s state sales tax rebate program earmarked for the creation of sports, entertainment, and assembly facilities provided the basis for evaluating the potential for a 10,000-seat arena facility. Everett is located in the increasingly congested Seattle metropolitan market and had a growing need for accessible, affordable family entertainment. B&D was retained by Everett to conduct a feasibility study for this proposed venue and, with our sub-consultant Ellerbe Becket, we completed a thorough market, financial, and architectural analysis for the project. We projected an event calendar after interviews with sports league officials, concert promoters, booking agents, and organizers of conferences and trade shows. We also evaluated five alternative sites for the facility and developed a self-supporting financing plan. The City Council approved the project and B&D was then retained to assist the city in contracting with a design-build firm. We were also instrumental in negotiations with a hockey league as anchor tenant in the arena, which resulted in a fixed base rent plus participation in the potential upside of revenues—one of the most favorable financial arrangements to date with minor league hockey in North America. The 10,000-seat, $71.5 million Everett Events Center (known later as Comcast Arena) opened in 2003 and two months later, construction of the $12 million Edward D. Hansen Conference Center was completed.
