Senior Associate

Tara Bliss leads Brailsford & Dunlavey’s dining practice group, providing foodservice management advisory services for higher education clients. Her advisory practice focuses on dining program assessments, comprehensive dining master plans, and managing dining contractor procurement (RFP) processes. Previously, Ms. Bliss worked with universities to develop strategic housing programs. She holds an undergraduate degree from Mount Holyoke College in psychology and a master’s degree in real estate development from Georgetown University.

Client Opportunity

  • Develop a dining program that would chart a course for future operational and facility programs relative to the university’s overall campus expansion initiatives
  • Alleviate significant strain on existing dining program, due to tremendous enrollment growth in recent years

B&D Process

  • Focused on four primary categories: strategic, operations, facilities, and Dallas- and Houston-based initiatives
  • Led a Strategic Asset Value (SAV) analysis with university leadership to build a framework grounding the dining plan in the university’s permanent ideals
  • Conducted detailed operational assessments to identify dining program gaps and established tracking system for key performance indicators
  • Performed market analysis and facility assessments
  • Analyzed the Dallas and Houston facilities, operations, and market systems to ensure any dining plan improvements there would be in line with the Denton campus
  • Advised university officials of public-private partnership advantages and guided them through selection process

Project Highlights

  • Dining standards established for future program reinvestment
  • Plan set for the modernization, relocation, and expansion of current dining facilities to appropriately support the residential student, commuters, faculty, and staff populations
  • Established a plan to bring Dallas and Houston dining program experience consistent with university objectives, as drawn out in the initial SAV sessions
  • Provided a clear path to improved dining service operations, an enhanced student experience, and a dining facility that will be part of the new residential community, implemented through a public-private partnership
