Senior Consultant

James Vigil offers 30 years of experience in higher education administration and is a Senior Consultant for Brailsford & Dunlavey. His consulting portfolio includes business transformation services for streamlining organizational structures, resource optimization and new net revenue generation. Furthermore, James has direct expertise in the businesses of higher education including finance, auxiliaries, facilities, information technology, and public safety. James has engaged with senior leadership at Universities across the country to identify and execute on opportunities to optimize resources for administrative and auxiliary services units. These engagements have consistently resulted in identified savings and new net revenue generation of over 5% annually of unrestricted operating budgets. Before becoming a consultant, James served as Vice President for Administration and Interim Chief Financial Officer for Shepherd University. In this role, he provided direction, oversight, and operational management for Shepherd’s fiscal and procurement services; budget and resource planning; auxiliary enterprises; information technology; Public Safety; and facilities management, planning, and construction. James’ provided vison and leadership for key University wide projects including leading a public-private partnership initiative to modernize Shepherd’s housing inventory, an organizational restructuring of Facilities Management and Auxiliary Services to maximize resources and leverage personnel talent, the development and implementation of a capital investment plan to stabilize and enhance Shepherd’s technology infrastructure, and the implementation of an IT governance structure to align university goals with IT resources. Previously, as Associate Vice President for Business Decision Support at Shepherd University, James provided business decision support throughout the university for business-unit analysis, organizational structure and function, resource allocation, financial analysis for revenue enhancement opportunities, and business plan development/execution. In addition, he provided expertise in cost center/zero based budgeting and net revenue modeling. James’ recent professional activities include presenting at conferences for the National Association of College and University Business Officers and Academic Impressions’ Public Private Partnership Institutes. James received his bachelor’s degree in Business Administration from the University of St. Thomas in Houston, Texas and an M.A. in Corporate and Organizational Communications from West Virginia University.
